The overview is the map: an ML system is a model, the tools and techniques that build it, and the data it learns from, sitting inside the wider AI ecosystem.
What the base framework establishes
The clause restates the definition of machine learning as the optimisation of model parameters so that behaviour reflects data or experience, and places the ML system inside the functional layers of the AI ecosystem described in the terminology standard. It says the system breaks into three parts: the data, the tools and techniques, and the model; that clause 6 explains each part, clause 7 the approaches and their dependence on training data, and clause 8 the pipeline from development to operation. It also warns that clauses 6.5 and 7 are the technical parts. The warning is useful: it tells a governance reader where to rely on an engineer and where they can read alone.
Why it matters to an AI management system
The overview is the boundary-setting tool. A description that cannot place its system on this map is probably mixing the model, the application and the data platform into one undifferentiated block. Separating them is the first step to assigning owners and evidence.
The public draft summary names no change to 5 Overview. The final text could still touch it.
Evidence a reviewer samples
| Category | Artefact |
|---|---|
| System diagram | The model, tools, data and application drawn as separate components with their owners. |
| Boundary note | What is inside the AI system and what is a dependency or a surrounding service. |
| Reading plan | Which clauses the governance team reads and which need an engineering reviewer. |
One question to prepare for. Where does your model end and your application begin?
Common gaps
- The diagram shows a pipeline but not where the model ends and the application begins.
- The data platform is treated as part of the system with no owner in the description.
- The governance team signs off a technical clause it cannot read.
Prepare before publication
Redraw the system on the model, tools, data and application split, and name an owner for each block. Mark the technical clauses that need an engineering reviewer.
Dates that matter
No separate date attaches to 5; the record dates are the stage date, the planning estimate and the CEN expectation stated above.
